It protects the heater agains premature leakage. Removing it is supposed to void your warranty, but since the manufacturer never sees the tank, if is should start leaking within the warranty period, you would have no problem by removing it.
You can also replace it with a new one if you have enough height to insert a new one or can find a segmented one.
: I just found this site, have stinking hot water, after asking ?s, and reading feed back here, I think it is the annode rod. OK, what does this rod do. Thanks Leon
