: HJ was correct in saying to check the elements too. They may check "good" in a continuity test, but...check each terminal on each element (with power off and wires disconnected from elements). If one side is shorted to ground that element will always be heating (on 110 V.) causing the heater to overheat and the thermostat has no effect on that element.

Thanks for the tip. You saved me. I came home the other night to scalding hot water. I checked the elements and they were both 12.5 ohms. I ran out and purchased new thermostats. They did not fix the problem. I then read your post and replaced the lower element.

Problem fixed. Perfect shower in the morning.
