Flow to Shower Body Sprays

I have a 3/4" thermostatic valve supplying a shower head and 2 body sprays. Valve is supplied with 3/4" hot and cold. Pipe to the head and sprays is 1/2". I build a loop for the sprays, problem is that water only comes out bottom spray and not the top (except when I manually block the bottom spray, causing water to then come out the top one) Anyone have any suggestions on why nothing is coming out the top?? Thanks
