Dennis,
HJ was correct in saying to check the elements too. They may check "good" in a continuity test, but...check each terminal on each element (with power off and wires disconnected from elements). If one side is shorted to ground that element will always be heating (on 110 V.) causing the heater to overheat and the thermostat has no effect on that element.
