Being a tile setter and not a plumber, I usually defer on plumbing fixtures, but it looks like nobody's in a hurry to answer you.
I don't think the metal tub needs support underneath at all if it is firmly supported from above. We use the mortar bed business under fiberglass units that will "oil can" if the base isn't firm.
The foam stuff sounds good, but if you want to use the mortar it doesn't take a lot. You can mix the mortar rather stiff and make several little piles under the tub, and then ease the tub in place. Let everything set overnight.
