The black fitting will rust, both inside and outside. It is not intended for water not to be buried. Galvanized pipe is a carbon steel pipe, just as black pipe, however, it the galvanized coating protects it from rust for a few years. You can count on replacing the galvanized in probably 20 years, as the galvanize will erode and leave large blisters of rust inside that will highly restrict the flow of water. Yes, galvanized pipe is compatible with brass fittings (you could replace the black reducer with brass).
