It is unusual to use two layers, however not unprecedented. If your home is "very old" the two layers may be necessary to match the existing wall thickness. No green board should touch the tub, but rather be up at least and 1/8" to prevent wicking the water up the board. Silicone caulk can be used between tub and tile material.
As far as not replacing the old tub. If the old tub looks fine to you, fine. Many old tubs, cast iron included, lose their surface coating gloss over time with use and cleaning. It is a judgement call as to whether to replace or reuse.
