Heating Underground Supply Lines

I have read a number of your earlier questions from the past two years, and it sounds like I may need to heat my water supply lines. I live in New Hampshire where 20 - 30 below is not uncommon. The house is built on a rock, so the line can only be buried 4 feet deep. I saw that someone mentioned a heated coil that wraps around the pipe, with a thermostat buried underground to control the heat. Is this a low voltage system? How much power does it use- is it on all the time? Most important, who supplies this wrap- the locals seem to have never heard of it. Any info. you can give will be greatly appreciated. Thanks!
