UPC says 3 toilets on a three inch line, but the third one has to be at least fifteen feet from the others. This is a theoretical limit. If you already have a 3" line with 3 toilets and are going to add a fourth, most jurisdictions will allow it and will not require an upgrade to 4".
And if you are in a BOCA code area, the answer probably would be, "How many do you need?"
