A friend told me he had his removed because of fire potential...tape gets old, cracks, gets damp, etc. I think mine has some insulations over the tape too. (PS - an electrician went under the crawl space last year at my request but said he couldn't tell the condition of the tape since it was covered with insulation.)

The pro of heat tape is the pipes not freezing. Your friend had his removed because it was so old and dangerous. Yours is covered and protected. If you're worried about it, remove some of the insulation and ask the electrician to re examine it.
