Gravitaional force in concert with water velocity only initiates the action of expelling the material. Once the action is begun, air pressure acting on the surface of the water, in combination with the greater volume of water in the discharge tube, creates a siphon effect to finish the flush. You have something plugging the toilet and it needs to be removed by using a closet auger or inverting the bowl and dumping it out. : Jeff: :
