Electrical heat tape on water pipe in crawl space

Any pros or cons on use of heat tape under crawl space? We had one put on which is thermostatically controlled, approximately 18 years ago. A friend told me he had his removed because of fire potential...tape gets old, cracks, gets damp, etc. I think mine has some insulations over the tape too. Does anyone have a comment on the safety of this? (PS - an electrician went under the crawl space last year at my request but said he couldn't tell the condition of the tape since it was covered with insulation.)
