How do you properly drain and refill a well tank

I am confused. The instructions on my well tank says to:

1. Shut off the power to the well.
2. Shut off the valve that supplies the house with water from the tank.
3. Drain all of the water out of the tank.
4. Fill the tank with air (to 30psi).
5. Turn on the power to the well.
6. Open the value that supplies the house with water from the tank.

In the past I have done all but step 4.

(NOTE: I am doing this to address a waterlogged tank issue that is causing the pump to cycle too often. In my last home I did this annually.)

Two questions:
1. What is the right way to drain and refill the tank?
2. How often should I need to do this?
