Closing the main shut off valve will only reduce the pressure when you are using water. If the pressure is that high then you need a pressure reducing valve on the main supply to the house. Why do you have a pressure relief valve on the cold water? You do have a temperature and pressure relief valve on the hot water side, don't you? Unless you have a check valve on the supply to the water heater, the T/P relief valve is all you need. : I have installed a water heater on the mauns supply in a new house, The pressure is too high,water keeps dripping from the pressure relief valve fitted on the cold input.
