draining waterlogged cold water tank

Our cold water tank is waterlogged. We've dealt with this before but it's been so long, we don't remember everything we did. Yesterday we turned off the well pump and the hot water heater. We shut the main water valve to the rest of the house. We attached a garden hose to the drain at the bottom of the cold water tank, opened up the spigot, and nothing happened. Then we took a coat hanger and broke through the sediment. We got an outrush of water and expected the tank to continue to drain, but nothing after that initial outrush. Do we have to pump air into the tank with a bicycle pump in order to get the water to drain out? I know we used a bicycle pump before to put some air into the tank AFTER we drained it, but we found out later that wasn't really necessary. Would much appreciate advice!
