This is one situation when the belt and suspender redundancy works against the user. It come across this fairly often when they want to use both methods.
: Most of the flappers sold are designed to fit either around the overflow tube or clip onto the "ears" at the bottom of the overflow tube. If the ears are to be used, then the portion of the flapper that would fit around the tube would be cut off and thrown away.
