Try this. There should be a round metal trim ring around the lever that moves up and down to drain the tub. Remove this and slide out the stopper assembly. Then stuff an old wet rag into the hole, pushing it in to seal off the tube. Then fill the tub partway with hot water and plunge the hell outta it. This almost always works with a decent plunger.
