IS YOUR PROBLEM WHEN USING PAINTS. I THINK YOU COULD USE AN EPOXY PAINT, STARTING WITH A CLEAN DRY SURFACE. YOU MIGHT CONSIDER
USING THINSET MORTAR AND OVER LAYING A CERMIC TILE FLOOR ( RAISE THE DRAIN COVER).
