I like to use 12" wide cuts in concrete.
I hire saw cutters for this.
Electronic locators should be fairly accurate.
Sometimes I will cut up a wire coat hanger and make two ells, which I hold in each hand. When the wires point at each other, the pipe will be in line with them. The Utility Departments have nice ones with ball bearing swivels. This is a fun trick to do at parties, people don't like it when the wires start to move in their own hands, it feels creepy.
This method will find metal and plastic pipes. It will also find too many pipes sometimes.
