Ultraviolet radiation on plastic piping causes the outside of the pipe to get heated and expand more than the inside of the pipe, whether there's water in it or not. The extra hot surface relwases oxygen molecules and causes the pipe to have a dusty feeling (called oxidation) Most plumbing plastic pipes that are going to be exposed to UV Radiation have a manufacturers rating on them and state how much they are rated for, some say ultraviolet resistant in writing on them. A single coat of paint hides the oxidation effect.
