Hot Water Heater Leak

I have a Bradford White 80 gal Electric Hot Water Heater (model M-I-80R5SS-12). It was installed with our new house in 1992. Under the heater there is a circular cutout that is about 4-5 inches in diameter. Water is leaking from some type of insulation that is covering the cutout area. Any ideas on what may be causing it and what it would cost to replace or fix it ? Thanks.
