The big question is where is the air coming from? Normally the water is flowing out with sufficient velocity that any bubbles would be drawn out with it. Sometimes the water is entering the tank with sufficient volume that it keeps the flapper floating on the water surface. If that happens reducing the water volume with the control valve cures it.
