Lead Sweep

After removing my toilet to install ceramic tile in my bathroom, I discovered what appears to be the remains of a lead sweep fastened to a cast iron drain pipe. Approximately half of the lead sweep is broken off at the concrete floor line and the remainder extends about an inch up from the floor. The builder did not fasten the brass flange to the floor and over the years the movement of the toilett apparently broke the sweep. How can I repair this, or would it be worth it to hire a plumber to reseat the toilet? Also, if I hire a plumber, does anyone know approximately how much would this cost? Thanks--I want my toilet back!
