WAYYYY too many replies to read them all so will jump right in. When you use water, if the pressure drops, then the pressure in the tank will force water out of it until the air pressure equalizes with the dynamic pressure. Then when the flow stops, water has to continue running until the tank is refilled to its original status. You probably have a failing pressure reducing valve which is either overpressuring the system when everything is turned off, OR is causing the pressure to drop excessively when a faucet is opened. Either one will cause your symptoms, and both possibilities can be tested with a pressure gauge.
