I just installed a Toto 713. When I flush it, there is at least 1/3 of the water left in the tank. The water that exits the tank exits very quickly but the flapper falls very quickly also.

Is this the way it's supposed to work?

    Yes.

None of the 1.6 toilets will use all of the tank water.
If they did, they would be rated at 3.5 or higher for water use.

They use the height of the water in the tank to help provide the pressure to get a good flush. It's just that you don't need all of that volume to swish the stuff out.
