New water heater leaking

We had a new water heater installed on 8/21/15. We also had a new North Star installed at the same time. This morning I noticed the rust and water leakage as shown in the picture. Any thoughts? Also, we haven't needed to add any salt since the water softener was installed. We checked for a salt bridge and cleared out any clumped salt. The salt level is still not decreasing. Any thoughts appreciated!

I would check the connections to the water heater for weeping leaks.
Water from the top of the water heater can make it's way into the insulation behind the metal covering.
