I have a gas water heater that has a 12" galv. nipple into the cold water inlet. The galv. nipple has a ball valve attached to it and then that is attached to PVC that supplies the water line. It's leaking at the ball valve cause whoever r installed it just wrapped it with bicycle inner tube to seal the leak now the valve handle turns freely not shutting off the water. How do I fix this?

Replace the shut off valve with a new 1/4 turn valve and the galvanized piece.

Don't know how? call a plumber.
