water heater inlet connection.

I have a water heater that has a 12" galv. nipple to the water heater inlet that has been connected to PVC. water line and it's leaking. Do I change over to a union to fix the connection?

I hope it is CPVC, because PVC is not approved for hot/potable water inside a residence.

Is the heater gas or electric?

On a gas heater, i always come off a water heater with at least 18" of copper before transitioning to whatever is in the house. They do make transition fittings for copper to CPVC and PEX.
