Vintage cast sink center hole?

Person wants a sink installed simular setup to this sink. Is the center hole some sort of mechanical drain lever. Do they still make them

you need a "Free standing" lavatory pop-up drain, but I am not sure if you will find one with an escutcheon which will cover a hole that large.
