Very loud fog horn noise after using hot water

We replaced the heating elements in the hot water heater recently. Since then, after using hot water, there is a very loud noise that sounds like a hair dryer turned on and laying on the counter. If you turn on hot or cold water, the deep loud humming subsides, but eventually the sound comes back in a few minutes. After 5-10 minutes, the sound goes away until the hot water is used again. The hot water would have to be used significantly like shower or washing machine, not just washing your hands. Could this be related to draining the hot water heater? How can this be corrected?

Check to make sure that the shut-off valves which were closed during the water heater repair are open all the way.

It might be releasing water out the temperature & pressure (T&P) valve or something like that. When the element burnt out did you turn up the temperature or anything?

Heating water causes it to expand. If there's any check valve in your system (could be installed by the water company, or if you have a PRV in your home, if you do not have a functioning expansion tank, that heated water will leak out of the weakest point as the pressure rises until the things can hold back the pressure. That often tends to be a toilet fill valve, but if it gets high enough, it will go out the T&P valve at the water heater. Simple check...buy a pressure valve and monitor that. My guess is that the pressure rises after the water heater starts up, and something is leaking. I mention a toilet because it can leak there and not be noticed.
