Utility sink drains but water level stays up to sink drain hole

I had a utility sink put in the garage where existing plumbing was. The sink drains but not completely. Water remains in the tailpiece up to the drain hole. This doesn't look normal. How can I fix it?

YOu would have to either raise the sink or lower the pipe where it comes out of the wall.
Thanks HJ. I guess it will be easier to raise the sink. How much higher? Here's a pic of under the sink (the leak stain is from whatever was there before I moved in).

From that picture there is no reason for the water to be that high, unless someone did something irregular inside the wall. You would raise the sink as much as you want the water to be below the drain.
