needs advice, cracked closet flange

I would like to get feed back from a tradesman... Thank You in advance.
Here is what I have. I plan on installing a metal repair flange with concrete screws and a thick wax ring because the flange doesn't sit on top of the floor.

1)will the crack on the inside of the left bolt hole cause more problems?
2)Should I try to level up the floor some?

Any help or suggestions will be appreciated.

Thank You
