I have recently installed two sump pumps into my basement that had the original outside perimeter broken. The pumps dried out the basement but when it rains, not heavily, water still comes in at the floor wall joint around most of the house. The pumps run and empty the basins about every minute even when its not raining. Any Suggestions?

Do whatever is needed to stop the surface water from getting up against the outside of the cellar wall. Fix the broken thing, add downspout extensions out from the house, clean overflowing gutters, stop sump pump outlet water flowing back against the wall etc..

There's nothing you can do about the water table being up under your basement floor, except to not let the sump pumps quit.

Re:

We are not allowed by the city to fix the perimeter drain because it broke where it ties into the sewer. I will look into adding onto the downspouts, the gutters are clean, the water that gets pumped out is pooled in the backyard so that maybe part of the issue as well. Thanks for the quick reply.
