Turned one shut off valve now there is NO water in bathroom sink. HELP

Hello everyone,
On the first morning of my holidays I turned the shut off valve to the hot water on my bathroom sink to see if I can increase the pressure. The more I turned, the less hot water came out. So I turned to the other direction and the hot water just stopped running all together. Then when I tried to wash my hands with just cold water, there was NO COLD WATER either. I only turned one shut off valve-the hot water. Why should BOTH water streams just STOP?!! Please please please help. No plumber is working in my town today.
