Toilets have black deposits in the tanks

All 3 toilets in my house have a black deposit in their tanks. It accumulates on the right bottom of the tank for whatever reason. Its consistency could best be described as similar to that of graphite lubricant.

The bowls have black streaks from this material which is difficult to clean.

This problem has occurred over the past 2-3 years out of the 23 years I have lived in the house.

I have a water softener. I do not have any type of filtration system. We have a public water system.

I have read various posts that seem similar to this problem stating that this probably is a breakdown of the rubber in the tank but no solution is ever offered. If it is a breakdown, it must be very slow since I don't have a leak.

Any ideas?
