Toilet tank won't fill?

Anyone have some ideas on why our basement toilet tank won't refill? I've disconnected the line from the shutoff valve to the tank to make sure it wasn't clogged. I'm thinking the line may have frozen (it was -2 in Mpls. last night), but I don't have access past the shut off. Any ideas anyone?

Tank refill problem

If your supply line is exposed to the elements and you had water prior to the cold temperture, it is likely that the pipe is frozen. It also could be broken, so when it thaws, watch for a leak.
