Sorry I'm not sure of the correct terms, but I'll try my best to explain.

The current setup that I have running to the toilet is 1/2 copper to 3/8 drop ear elbow in the wall... then a 3/8 pipe to the valve...

Lowes does not sell a 3/8 drop ear elbow (only 1/2)... So can I use a 1/2 drop ear elbow with a 1/2 pipe as long as I use a 1/2 to 3/8 valve with the correct flex line to the toilet?

When I was doing repair plumbing for my brother in Virginia, his house had 3/8" drop ears in the wall with 3/8" threaded nipples. That's what I used when I did the replacement too. I picked up new 3/8" FIP x 3/8" Comp angle stops and 3/8" brass nipples.
On the West Coast, we use 1/2" in the wall.

There were other things done differently than what I'm used to on the West Coast too.
I tried to get Ralph Nader to let me replace one of his toilets, but he was happy with what he had.

Probably a good thing. He might have fallen off it and sued you and the manufacturer, then wrote a book about it, "Unsafe for Any Poop".
