The waste pipe is 3.0 inch and I believe the flange fits over the 3.0 inch. The waste pipe is located between 2 , 2x10 joist with about 1/2 clearance. Does not seem to be room to cut the pipe to remove the flange from below the floor. . Can this be cut from above and from inside the pipe.

For probably less than $20, you can buy an internal pipe cutter. Fits on your drill. Hopefully, you'll have enough clearance to use a coupler once you cut out that section, or you'll need to cut it back further and replace that section.

Do not replace the flange with one that fits inside the 3" pipe. This would constrict the pipe diameter too much. (You could do that with a 4" pipe.)

Why are you removing and replacing the flange?

If its because the painted steel ring is rusted out you do not need to replace the whole flange.
