I want to replace vinyl with ceramic tile. How do I raise and then secure the flange to the new ceramic tile flooring.

Depends on what access you have...what type of pipe it is and where it is (i.e., do you really want to move it a little?).

The proper way is to remove the flange, and then install a new one on TOP of the finished floor. Using tile, it is easiest if you notch the tile where the screws need to go that anchor it to the subflooring rather than trying to drill through the tile after (which can be a big pain if it is a really hard porcelain without a diamond bit).
