When the TOTO Drake first came out, it was based on the one-piece Ultramax. The lower part of the bowl was the same, and they conjured up a bolt on tank for it.
The flush valve was lifted from the one-piece, using two screws and lags to attach it.

The seal is a flat black washer that attaches to the plastic tip lever.

These are the lags that hold the flush valve.

This type of tank was only made for about a year.

A fascinating bit of toilet history. That "modification" of the Ultramax went on to be one of the legendary low-flows, and one of their best-selling toilets ever.
