Teflon (R) is a product of Dupont that never made plumbing tape...it is made by numerous other people, but it's PTFE, not Teflon(R).

THat aside, either one works. Some people prefer one verses the other, some use both (it doesn't hurt unless one of the pipes or fittings is plastic, then you need to make sure the dope you use is compatible with plastic...some are, some aren't). Regardless of which you use, you need to follow the instructions on proper application to ensure it works. The PTFE can make it easier to overtighten a joint that is particularly problematic on a plastic piece...too tight and you might split a plastic fitting. Pipe dope can be applied faster than winding the tape, and time is money.

I use both on such a connection (copper to brass) and sleep good at night.
