Sump pump issue

I've got a sump pump that has thrown its breaker several times. An electrician has told me that it's a pump issue, as opposed to a wiring/breaker issue.

Is that a reasonable conclusion?

It is not absolute, but probable. If the electrician actually came, checked and then told you, it is very very probably the case.

If your pump plugs in to a 120v outlet, you could put it on a heavy duty extension cord and try a different circuit. Expect that breaker to blow too.
