Steam radiator vent fills with water

Hi

I have an house heated by a one-pipe steam system. In general it works well. I do have one radiator on the first floor that won't heat. It is connected to a tee which also feeds a radiator on the second floor which is working fine.

I removed the vent from the non-working radiator and it was filled with water. I shook the water out, replaced the vent and the radiator then heated up.

The heating system re-cycled and the radiator then wouldn't heat up again. I removed the vent and it was filled with water again. I checked the radiator pitch and it is fine. I also installed a new vent and it did the same thing.

Any suggestions?
