So my plumber forgot to mortar my shower pans...

...any options short of ripping everything out or cutting a hole in the ceiling below the pan?

Though mortar may be good practice, there are shower pans all over the country that are not bedded in mortar. If the pan flexes, it will be more prone to crack. Some of them hold up ok with no mortar.

If the shower pan installation instructions call for the pan to be bedded in mortar, only then would I blame the plumber for not doing the job correctly.
