slow filling pump

Our pump currently starts refilling at 22 psi and stops at 48 psi. Several months back it took 12 minutes to fill. That seemed like a long time at that time. It now is taking 17 minutes to fill up and shut off, and we frequently notice very little water coming out of any given faucet if there is alot of water usage. We have a sandpoint well in our basement. Any idea of what the problem is and possible solution? It has been mentioned to us that the point may be clogged??
