Sealing Around Copper Penetration

Planning to run a copper 3/4 water heater TMP discharge through plywood platform, before 90 out of building. What is the best product to provide a water tight seal around tube going through plywood, as well as sealing around it? I plan to drill 7/8 hole, as I will with Stucco opening. Most Silicone caulks say that they need a much bigger gap to be able to work?
