Rough in for water supply toilet

I was always told to do 6"up 6" over. Over time ive noticed people using bigger baseboard and skirted toilets. Since then I do 8"up and 8" over. What do you guys do? Its so ugly when the base board has to be notched.

I did 7 & 7, back when I was doing new houses. It falls on the contractor to work out all the issues between the trades, so if the pipe comes out too high or too low, it's on him. He's not doing his job. Most likely when you are doing your part of the job, the decisions concerning baseboard height, etc, haven't been made yet, to be fair.

He wasn't either when the plumbing was being installed. And even if he were, the things that would affect it would not be decided on until much later in the process.
