Rough in for flush valve toilet

Is there a hieght for handicap flush valves. There going to be automatic. Or do I just go by the specs of the toilet. They are asking for 28 inches off floor and 4 3/4 center of flange

Go off the specs of the toilet. Typically you rough in 11.5" from top of toilet and 4.75" off center. Dont forget to consider finish floor height, although there is a bit of wiggle room when setting the flushometer.
