Two valves may make sense if you are planning to go on long vacation during dry months and still have your garden green :)
Then you would shut down the in-house supply and keep the irrigation pipes running. Unexpectedly big irrigation bill is way better than fixing water damages in the house.
That's if you have an irrigation system connected to your hose bibb.

The second valve can help when you want to replace the PRV, since you won't be then having to wait for all of the water in the house to dribble down before it stops once you open up the pipe.

That Sharkbite slip valve would only work if you could bend one leg of the pipes a bit to slide it on, realign, then slide it back (that's what the longer side is for). Again, repair couplings are specifically designed for putting something new into a section of pipe where things won't move.
