Repetitive moaning from water pipes

Last night(Sat. Oct. 30th) a repetetive moaning sound started from our
water pipes. It repeats every 30-40 seconds. I have opened the pressure relief valve on the hot water heater several times for up to 30-40 seconds and I thought it may have helped but the moaning came back. Any info. would be great and Thank you in advance.

I would check for a pressure reducing valve, first, that may be going bad.
I would check the fill valves in the toilets second. You can generally tell if your toilets are causing problems by turning off the shut off at the toilets and see if the noise continues.
